# KPubData Watch
**Can this public data be trusted and used right now?**
> A Public Data Reliability service that continuously monitors Korean public data APIs and publishes current status and change/anomaly history with evidence. It operates on KPubData and does not depend on KPubData Builder.

## What problem does it solve
A public API succeeding does not mean the data is healthy. Even with `HTTP 200`, data may not have been updated for 3 days, record counts may have dropped to 60% of usual, or fields may have disappeared.
```text
HTTP 200 ≠ Data Healthy
```
KPubData Watch observes not only availability but also **Freshness · Contract · Quality**, and records Expected · Observed · Difference · Rule · Evidence · Timestamp for every judgment. It does not produce results like "AI has determined something is wrong."
## Current status
**MVP — Public Status (0-3 months) in preparation.** The repository skeleton and CI exist, but implementation is not yet present. The MVP goal is to continuously observe 10 actual public datasets from 3 or more providers. Implementation order and completion criteria are in [ROADMAP](docs/ROADMAP.md).
