About this project
Solidity is a statically-typed, curly-braces programming language designed for developing smart contracts that execute on the Ethereum Virtual Machine. Because smart contracts run in a peer-to-peer network without a central authority, they can be used to implement tokens of value, ownership, voting, and other logic.
The project is under active development and uses a 0.x version number to signal frequent breaking changes, new features, and bug fixes. Users deploying contracts are advised to use the latest released compiler version.
Build and installation instructions for the compiler are provided in the official Solidity documentation. A minimal example is included in the README:

The language and compiler are open-source community projects governed by a core team within the Argot Collective, a non-profit that develops and maintains Solidity. The project was originally started at and sponsored by the Ethereum Foundation. Solidity is licensed under GNU General Public License v3.0, with some third-party code under separate licensing terms.
