Agent Governance Vocabulary provides a common reference for agent-governance systems, mapping how different systems name identity, authority, trust, receipts, replay, and other governance signals onto one canonical set of terms. The registry currently includes 34 crosswalk files from systems such as MolTrust, AgentLair, PathCourse, Sovereign Atom, APS, InsumerAPI, and many others, with 21 declaring signal types that render in a generated crosswalk matrix against 15 canonical signal types and 7 descriptor dimensions. Each crosswalk row specifies a canonical signal name, the system's internal name, a match type (exact, structural, partial, false_analog, or no_mapping), and the signed payload fields the signature covers. The match types explicitly document differences as carefully as matches — false_analog and no_mapping exist because false equivalence is the failure mode this layer prevents. The vocabulary is organized in three layers: vocabulary.yaml for canonical names, MULTI-ATTESTATION-SPEC.md for canonical envelope type values, and per-system crosswalk YAML files. Renaming live signed envelope type values is explicitly out of scope; the canonical aligns with what is already in production. Target users include developers building verifiers or gateways that consume signals from multiple issuers, system operators issuing governance signals who can add their crosswalk via PR, and spec writers referencing governance signal classes. The project is at v0.2.0 draft status, open for Working Group review, and licensed under Apache-2.0.
